Context
Mission-mode e-governance infrastructure for the state (the State Wide Area Network, State Data Centre and secretariat facility services) with repeated procurement failures.
Approach
Redefined the architecture, security and commercial models so bids could succeed, redesigned the SWAN from unsecured to secured, and designed a 550 sq m mini State Data Centre.
Outcome
RFPs that had been re-floated four times were closed, and 3,000+ mailboxes moved from Exchange to open-source Zimbra, saving about ₹12 Cr in licence costs.
